Maybe it would be cheaper to pay people to complete the forms.

Here's my experience
Census worker stopped by my small rental during work time when not at home and left his form. His form had a long distance phone number to contact.
I called and left message.
No return of my phone call.
He came by again during work time and left note/message again with long distance phone number.
Since he couldn't have a local number and couldn't return my phone call and comes by during working hours - then perhaps he doesn't deserve further consideration.
Seems like a real waste of money.
A different census worker was trying to contact the property owner next door. Since the owner doesn't live there, he doesn’t come often and does so at different times. Not a good chance of catching him in person. This census worker already has an excellent full time job with the State.
