Sorry I don't agree. One of the legitimate functions of government is to launch rescues and search parties. While this young lady sailing around the world was probably a foolhardy stunt, people sail around the world all the time and when their ships are disabled, governments and private citizens launch searches and rescues without concern for being compensated for their efforts.

Like any sailor with a disabled boat, she sent out a distress signal. Nearby ships have both a moral and legal duty to respond without consideration of renumeration. They all know that someday their own ship may have to send out a distress signal and they may someday need the same assistance.

That being said, I think it was extremely unwise for this girl to sail around the world without a shadow ship following her. Further it was pretty stupid to sail away from the normal shipping lanes. When you are more than 24 hours from the nearest rescue ship, you are pretty much in the middle of nowhere.
