According to Bernard Lewis, in Islam, there are several categories of people on whom jihad is approved and can be legally (by the Koran legally) be carried out.
Thieves and Infidels are two of them, I think there are five and I can’t remember the others. But according to him, there is a special circle of Hell reserved for one of that group, and an unrestrictive, vigorous jihad is approved against them. That group is Apostates, those who once believed but no longer do. It is one of the biggest crimes in Islam.
Thieves may have their hands cut off, Infidels may be converted, but there is no redemption and no mercy for Apostates.
