No he can’t. He’s still a General after he resigns. Now if he resigns his commission and forfeit all his retirement then he will truly be free to speak.
Having said that, it’s unlikely he would be punished for speaking out as a retired general.
If he has as much to say as Gen.Vallely it should be very interesting.
He needs to explain to us “stupid people” his politically correct rules of engagment which have put our soldiers in harms way. Then he can talk about all Obammies wierdness.
