California on 'verge of system failure’

rnella Sims has seen a lot in her 34 years as a Los Angeles County court reporter, but nothing like this.

Case files piling up by the thousands, phones ringing off the hook, forced midweek courthouse closings and occasional brawls as frustrated citizens queue for hours to pay parking fines.

“People think we’re becoming a Third World country,” said Ms. Sims, 55. “They don’t understand.”

It’s a story that’s being repeated all across California – and throughout the United States – as cash-strapped state and local governments grapple with collapsed tax revenues and swelling budget gaps. Mass layoffs, slashed health and welfare services, closed parks, crumbling superhighways and ever-larger public school class sizes are all part of the new normal.

California’s fiscal hole is now so large that the state would have to liberate 168,000 prison inmates and permanently shutter 240 university and community college campuses to balance its budget in the fiscal year that begins July 1.

Think of California as Greece on the Pacific: bankrupt and desperately needing a bailout. “We are on the verge of system failure,” warned Jean Ross, executive director of the California Budget Project, an independent think tank based in Sacramento.

None of this would matter much to anyone outside the not-so-Golden State except that California’s budget crisis is a harbinger of a grim dilemma that all Americans will soon confront. The country has built an elaborate and costly government machine, tied to a regressive tax system that can’t generate enough revenue to pay for it all.

"Experts say tax reform is the only option for California, short of a massive and unprecedented shrinking of government." No not the latter! The horror of it! What a pathetically biased article on how property owners are causing California's troubles - hardly a word on how public employee unions and profligate spending have driven it into the ground. Californians beware, they're coming after Prop 13!

Americans have been “brainwashed” into believing they pay a lot of taxes, Prof. Dreier added. In fact, they are among the least-taxed people in the Western World, particularly if they’re wealthy, he said. “

I guessing Professor Dreier lives a comfortable life payed by many of these ‘least taxed people’. Typical lefty.

The problem isn't the tax system, it is the out of control spending system.

No bailout for any state, if they can't control their spending in a crisis why would anyone think they'd control their spending after a bailout?

Fortunately or unfortunately, I’ve become quite the nihilist wrt CA’s situation. If crash and burn is the path the ignorant electorate and the corrupt politicians of this state select, albeit by default, then bring it on. What cannot go on will not go on. It’s sad to see what was once an incredible state with top quality almost-everything catch and suffer from the political equivalent of lupus, but lifes’ lessons are learned either the easy way or the hard way. I’ll not fight it.

And yes, LA does look like the third world because the city pols did everything in their power to create a dependable voter base for union supported socialists. Oh, but the whole article is dedicated to the evils of California’s regressive tax system...NOT spending.

I'm sure they're not going to pay attention to the regressive anti-business taxes and policies that have driven business out of CA that also contributes to their shortfall. Ultimately, it doesn't matter what trick of taxation one wishes to use, if the people don't have the money you can't get it from them.

I agree, but it ain't agonna happen. My opaque crystal ball reveals that, after a lot of posturing and pious speeches, a massive govt. bailout of California will occur because "it is too big to fail". Immediately New York, Michigan, et all will line up at the trough for theirs - and they will get it.

This country is screwed four ways to Sunday and, I suspect, the Republicans will inherit the office, like the Conservative Brits, just in time to preside over the worse financial/social calamity of the age - and get all the blame for it.
