The Obama administration has been holding behind-the-scenes talks to determine whether the Department of Homeland Security can unilaterally grant legal status on a mass basis to illegal immigrants, a former Bush administration official who spoke with at least three people involved in those talks told FoxNews.com

I don't think he can do this. It is a matter of law. He can pardon CRIMINAL offenses, but he cannot make a non-citizen a citizen, nor can he pardon someone for a future offense.

For example, and to show citizenship is a matter at LAW, not executive decision, read US Code, Title 8, sec 1401 and following.

He could pardon everyone for the crime of entering the country illegally, and pardon them for the crime of being in the country illegally, but 10 minutes later, they would still be in the country illegally.

He cannot issue a “forward pardon,’ so he would have to be issuing pardon ever minute of every day.

It's a legal non-starter.

And Texans would not be happy!
