She can issue orders to the Guardsmen for unpaid duty with their consent, i.e. unpaid volunteers. Or she could somehow get the legislature to rededicate funds. But it takes a lot of money to keep paid troops in the field. The feds could always force a showdown by nationalizing them. Lord only knows where that would go.
