WASHINGTON (AP) The Obama administration said Monday that the sinking of a South Korean warship blamed on North Korea was not terrorism, and not enough by itself to put Pyongyang back on a U.S. terror blacklist.
The State Department said the March sinking of the South Korean frigate Cheonan by a reported torpedo from a North Korean submarine was a "provocative action" and a violation of the truce that ended the Korean war.
But it added that the sinking was the act of one state's military against another and not an act of terrorism. Thus, it is not grounds to put North Korea back on the U.S. "state sponsors of terrorism" list as some in South Korea had wanted, spokesman P.J. Crowley said.

Technically, a ‘declaration of war’ is unnecessary, since a State of War has been in effect since June of 1951 - the fighting stopped because of a ‘truce’ and a ‘cease-fire’, but there was never a treaty formally ending hostilities...
Therefore, technically again, the NK sinking of the Cheosan was a serious enough violation of the ‘truce’ as to constitute resumption of hostilities...

There are 65,000 artillery pieces pointed at Seoul, which is 40 miles from the NK border. What do you do about that?
Precisely. So, instead of being placed on a "black list", the correct procedure should be to carpet bomb their military complex into submission.
Send out 65,000 Cruise missiles?
Seriously though, Seoul needs to have a ton of bomb shelters and a good evacuation plan in preparation for whatever happens, otherwise SK is at the mercy of NK no matter what they do.
I love South Koreans, but I do take some joy in the South Korean protesters getting the change they hoped for.

I have never been so ashamed of my government.
BO blinked. Now Japan, South Korea, Taiwan, the Philipines, and other countries will be tempted to bow at China’s feet. Japan, now being the world’s leading inventor, is important to weapons development, economic growth, and logistical improvements.
That was a mild request. It was an act of war.
