With immigration stories dominating headlines nearly every week, President Obama is delivering a speech Thursday morning that will frame the issue on his own terms -- calling for comprehensive legislation and the importance of keeping the border secure.
But he is not expected to announce any new policy during the 10:45 a.m. address to an audience of 250 religious, business, labor, and community leaders and law enforcement and elected officials at American University, administration officials said. Nor is the Justice Department going to announce its decision on a lawsuit in Arizona, where a new law makes it easier for police to detain suspected illegal immigrants.
Obama officials have been widely critical of the law since it was passed and signed by the Arizona governor this spring. But in the Virginia suburb of Prince William County, about 40 minutes from Washington, local leaders have called for passage of a similar law.
"The president's view is that there's been a lot in the news about immigration lately," deputy press secretary Bill Burton said Wednesday. "There's been the Arizona law, there's been meetings about it, there's been protests about it. He thought this was a good time to talk plainly with the American people about his views on immigration."
The president has been looking for ways to appear more proactive, rather than reactive, on immigration -- a hot-button political issue that is important to Hispanics in the Democratic base, who could play an important part in the outcome of the midterm elections.
He met with reform advocates Monday and a group of Hispanic members of Congress on Tuesday. While campaigning for the White House in 2008, Obama promised to take on an overhaul of immigration law early in his first term.

Here comes Emma Lazarus!
He calls for bipartisanship by being critical of Conservatives and Bush. He is a fraud. A right-in-your-face fraud.
If an Amnesty bill passes, neither he nor his cronies will ever be defeated. Those who thought it preferable to elect Obama instead of McCain because "Obama will energize the conservative base" will rue the day they ever believed such foolishness. The speed and intensity of Obama's attacks on America have been like a blitzkrieg. I fear it is America that will end up on the ash heap.
He's going way overboard with this.
He's going way overboard with this.
You're a natural at crafting nothing-speak. That's right on the money.
Quoting from the Statue of Liberty now. The Statue of Liberty is a PIECE OF ART. The Constitution is the LAW of the land.
Is he lying? Is there a big purple blur where his lips should be?
“Cant watch him.
Cant listen to him.
Will wait for summary reports.”
Same here.
Yep - his purple lips were lying like a rug!!!
I just watched his speech. No specifics like usual, no actual plan of action. Mainly just a bunch of babbling on and on. Says our borders are too vast to seal! Another defeatest speech by Barack. This guy is so detached from reality down here on the border its a joke!
In other words, amnesty first.
By that theory why punish thieves who steal to support their lifestyle.
Cant watch him.
Cant listen to him.
Will wait for summary reports.
ditto.
“Let me be clear, though I inherited this border situation on our borders, I do not intend to let this situation deteriorate further in light of our dreams for our future.”
This statement is a declaration of war on the American people. Obama intends to impose amnesty if a satisfactory bill is not passed. There were rumors that he was going to announce an amnesty in his speech. He has indirectly indicated that he will impose amnesty if legislation does not become enacted in the coming months.
Will a blanket amnesty be used to somehow make Obama legal? We’d better read the fine print very carefully.
Is it possible to give a speech while stoned? Seriously, if so, that would explain a lot.
Absolutely.
He didn't say that - not that I know of anyway - I skipped the speech.
As I noted, that was my own stream-of-conciousness impersonation of a typical Obama speech. It's just a bunch of words and phrases that sound lofty but actually say absolutely nothing of use to anybody on the issue.
