LA Grim Sleeper suspect had 4-decade arrest record

The 57-year-old man charged with 10 murders in the Los Angeles "Grim Sleeper" case was arrested at least 15 times over four decades but was never sent to state prison despite the recommendation of probation officers, court and jail records show.

Lonnie Franklin Jr. was arrested for burglary, car theft, firearms possession and assaults. But his crimes never were considered serious enough to send him to state prison or to warrant his entry in the state's DNA database, authorities said.

"He's danced to the raindrops for a long time without getting wet," Detective Dennis Kilcoyne, head of the task force investigating the killings, told the Los Angeles Times.

Franklin was arrested Wednesday on 10 counts of murder and other charges in the deaths of young black women that started in the 1980s, then suddenly stopped, only to resume again 14 years later — sparking the nickname Grim Sleeper.

Franklin's public defender, Regina Laughney, said she's still reviewing materials in the case and it was too early for her to comment.

One of the victims was killed in July 2003, when records show Franklin should have been in county jail but was released early because of overcrowding...

But Franklin received just a fraction of the maximum sentence-270 days in jail—and was still released four months early...

He also narrowly dodged the state DNA database...

Makes sense that this would happen in CA. They are not serious about law enforcement there. They would be as well off simply abolishing their criminal justice system. Right now it exists only to create jobs in law enforcement.

If the California jails were not overcrowded with illegal immigrant criminals - which is probably the main reason why people are continuously let out only serving a fraction of their sentences - I’d bet there are a LOT of lives that would’ve been saved (and some could still be saved in the future if the Feds actually did their jobs and deported these criminals instead of CA having to house them, and pay for them). Given how lax CA is regarding illegal, undocumented aliens though I’m not going to hold my breath... It would make a lot of sense given CA’s budget problems though. All JMHO.

I’m glad they finally caught this guy. Amazing the arrest record he had though... He was right in front of them for many of the years “in between” slayings. I wonder if there are other unsolved murders in neighboring states during the time he was out on probation or supervision over the years. I’m no expert in serial killers, but I would think it’s very rare for them to stop for that long in between. And, we know he wasn’t locked up for all those years, either. I’m sure they’ve looked into that though - or are doing so now that the information is out there...

May each victims family sue the City of Los Angeles for trillions of dollars.

Take the money form the respective retirement funds of those union involved.

Did you notice AP did not call him a serial killer? This is the politically correct media script. Just as blacks cannot be racists, they also cannot be serial killers. Sadly, the perpetuation of this myth puts many poor black females at risk. If you think about it, the media perception may very well have racist roots. In their scenario the poor and minorities are not worth the investigative time. This is reflected by the low risk of discovery by black serial killers (in this case a serial killer psychopath).

Sanger would be very proud of AP and the occupation media.

Not me. The give away was the warning from his probation officer. I wonder if he was the American version of Citizen X. I take that back. Andrei Chikatilo did everything he could not to raise suspicion. This guy has a had flashing neon light his entire life.
