The Civilian Expeditionary Force: Obama Says 'Burden' Can’t be All on the Military

...Within the administration’s National Security Strategy – released at the end of May – one of the components is a civilian expeditionary force which the White House says is “fundamental” to national security.

“Our diplomatic personnel and missions must be expanded at home and abroad to support the increasingly transnational nature of 21st century security challenges,” the NSS writes, “And we must provide the appropriate authorities and mechanisms to implement and coordinate assistance programs and grow the civilian expeditionary capacity required to assist governments on a diverse array of issues.”

To be fair, he’s right about the folly of the military engaging in work that is not an inherent part of a military mission.

But the real answer is to not engage in “nation building” at all. We do not need to build up a deployable civilian force.

There is no other element other than military power - the other “power” that he speaks of is only relevant because of our military power.

I have a different take.

What BHOI really said is the State Department and US AID programs are failures in today's world.

So to fund this new paramilitary organization which be equipped at least as well as the Depart of Defense (his public words not mine), let us totally defund those agencies who are not effective parts in America's projection of national power. Good by State, us AID, peace Corps and others.

The unemployed personnel from those agencies can for the initial cadre for this new paramilitary force.

the end result is improved projection of American power with no increases in budget or personnel costs.

Well, actually there will be a decrease in personnel costs since i seriously doubt all ex-State/US AID/peace Corp personnel will survive their first operational employment. Once that happens the bulk of them will resign and come home thus saving us more money.

IMHO if its broke we shouldn't fund it. BHOI has clearly, and repeatedly identified several Federal agencies and programs that are no longer effect. So let's zero balance their funding lines.

Somehow I don't see too many of Obama's supporters as being overly excited with the opportunity to go to Iraq and Afghanistan and build schools and bridges.

That sounds a lot like "work".

No it does not.

So lets take another look at what is really being said here.

Mr. Obama said the burden should not be all on the military.

Make sure that we've got a civilian expeditionary force that, when we (a military patrol) go out into some village somewhere and the military makes it secure, let's have that agricultural specialist right there, let’s have that person who knows how to train a police force right there, let's -- let's have all those personnel and let's make sure that we are giving them the support that they need in order for us to be successful on our mission.

The president warned that if the civilian side is shortchanged it could lead to another very dangerous situation if the diplomatic work is not done and the only solution is a military solution that might cost us five times as much.

And when will the Zampolit be assigned to each unit at and above platoon level? Because that is the only word missing from the BS above. Building schools and agriculture is NOT where this is going, that is just a device to open the door of the military for “Political Officers.”. Look at the rest

diplomatic personnel...must be expanded
transnational nature
provide the appropriate authorities
grow the civilian expeditionary capacity
diverse array of issues


Excuse me, but exactly where in this load of bull$hit is the phrase "win the battle?"

All I see is politician - politics - politician and what this is SUPOSED to be talking about is the MILITARY.

This little commie wants to queer up the military and pack it full of Party-political workers (the zampolit) and thus opening the door to "political interpretation" of what is to be done right down to the platoon level firefight.

It will make the circle-jerk in the Gulf look like the Blue Angles on a cool calm morning.

Ending “don’t ask don’t tell” will burden the military with endless lawsuits and overhauling to accommodate the change. This, I believe, is the point. obama isn’t really interested in military actions overseas anyway, so...with no interest in securing the border, exactly what will the “cilivian mlitary force” do?

Clarification:

Our Border Control is part of the Homeland Security department.

Our National Guard is two organizations:

state National Guard Militia units under the respective state governors’ control. They can be federalized at which time they become under control of the President.

federal units within the Army and Air Force organizations.
