You hit on a most salient point. The president doesn’t have the statutory authority to spend one single dollar. The power to appropriate funds and obligate the government rests with the Congress, NOT the Executive Branch. Congress should be held DIRECTLY accountable for the course of fiscal insanity that they have consigned all of us to. Is it November yet???
