A D.A. has to file charges. Ethical violations determined by fellow MOC's run along the lines of housekeeping. The findings need to be turned over to law enforcement in order to have criminal investigations begin.
The House Ethics Committee as such runs parallel to Articles of Impeachment, these are political remedies, not criminal.

William Jefferson (LA-02) didn’t go anywhere until he was actually charged. The CBC rallied around him and protected him. I can’t see that they would do anything less for Rangel. Rangel won’t go anywhere until or unless he’s criminally charged. That’s my guess.
