Through Thursday, the temperature at Philadelphia International Airport has averaged 81.8 degrees for the month, 4.4 degrees above normal. The way forecasts are shaping up, the city is headed for its third-hottest July on record, a shade behind 82.4 in 1872 and 82.1 in 1994.
The last below-normal day in the city was July 2; there have been just six below-normal days in Philadelphia in the last two months.

Temperature readings at airports may not be truly accurate indicators of air temperature for a city, but if they are taken consistently from the same place over time then they'll at least you'll have an accurate indicator of air temperature relative to other days, years, etc. Regardless of where you measure temperature in Philadelphia and what exactly those temperatures are, I think it's accurate to say that the last few weeks have been among the hottest on record in Philadelphia.
New York City sort of has the opposite problem. "Official" temperature readings reported for the city are usually taken from Central Park, which happens to be one of the few places in Manhattan with any substantial vegetation. That's why New York City itself usually has the lowest summer temperatures in the region, while northern New Jersey appears to be so much hotter because temperatures there are reported at Newark International Airport.

If you average Philly and the San Fran Peninsula, then things are just right. It’s been about 4 - 5 degrees BELOW normal here. Still waiting for summer.

It’s the 24th of July, and here in western Wisconsin the temp has not yet reached ninety degrees since May. That is unheard of for where I live where temps in the high nineties or even hitting one hundred in July are fairly common.
