IMHO, we should improve BOTH passenger and freight service by focusing on providing grade separation and eliminating the bottleneck conflicts that are caused by sharing the same track.

The problem is if those same right of ways have enough room for a set of dedicated passenger rails. OR if they can find a private company to purchase the land for passenger rail with no use of emminent doamin and no expenditure of public monies.
Frankly I don't think it can be done.
A far better tack to take would be to find the bottle necks preventing proper use of the resources we currently have and solving them.

Railraods are private industry that is over regulated and the government is attempting to steal then form their shareholders. If passenger service were profitable railroads would gladly supply the service. We have a lot of communist activists trying to force unwanted services on a private industry to put them out of business. Why not fix the roads and let the private railroads have less regulation so they can survive and make a profit to supply these Cadillac services.
