World court rules for Kosovo. Adviser to Parti Quebecois likens decision on unilateral declaration to 'right to strike'
By KEVIN DOUGHERTY, The Gazette July 28, 2010 7:36 AM
QUEBEC - A World Court ruling that Kosovo's unilateral declaration of independence from Serbia did not violate international law means Quebec also has the right to declare its independence unilaterally, a senior Parti Quebecois strategist said Tuesday.
Louis Bernard -noting the 1998 Supreme Court of Canada ruling that if there is a clear vote for secession in a clear referendum, the federal government must negotiate with Quebec -said the World Court decision strengthens Quebec's hand.
If those negotiations are going nowhere, he explained, "it is possible for Quebec to declare its independence unilaterally."
Bernard has been a key adviser to every Quebec premier in the last 50 years, from Jean Lesage to Jean Charest. In 2005 he sought the PQ leadership, taking a moderate stance on the sovereignty process.
"Whether Quebecers want it or not, that is something else," Bernard said from his Outremont home.
"It's like a collective agreement. If you can't agree with your employer and you don't have the right to strike, you have less strength."
The World Court, officially known as the International Court of Justice in The Hague, Netherlands, was asked by the United Nations General Assembly to rule whether Kosovo's declaration of independence was legal.
In a 9-5 decision, the World Court noted in its "advisory opinion" that international law "contains no applicable prohibition of declarations of independence."

Ping!
I wonder how the liberals in Canada feel about Clinton now?
AZ,TX,OK and others need to file this away for future use. It may come in handy!....red
In the long run the rest of Canada will be better off without Quebec.
For the most part the Canadians were pro Serb, the Croatians took a beating in the press in Canada while the opposite was happening here in the States.

Red states, Indian reservations, etc. take note.
I’m going to guess that Quebec takes in more money from English speaking Canada than vice versa. I wish they would just get it over with and vote to join their compatriot socialists in France. I’m sick of their whining already.
The idea is absurd.
Canadian Indians in Quebec or whatever they’re calling themselves these days, won’t stand for it.
The strongest "secessionist" sentiment in Canada is not in Quebec . . . it is in the rest of Canada among people who want to get rid of Quebec.
Come on folks we have a lot of independence movements to recognize. Boy, the UN and NATO is going to be busy. So is the court we will set up to “legally” justify their independence. Wink wink..we will of course not worry about laws, they would just get in the way.
