Carbon cap-and-trade market planned in West [state level cap and tax--it's coming]

California and 10 other Western states and Canadian provinces took a key step forward Tuesday with plans to create a regionwide market for buying and selling pollution allowances.

The Western Climate Initiative unveiled the framework for its cap-and-trade system – the cornerstone of its effort to reduce greenhouse gas emissions by 15 percent in the Western region over the next decade.

The development comes as federal legislation to set up a nationwide cap-and-trade system has stalled in Congress.

"This is a huge step forward," said Erin Rogers, a global warming policy expert for the Union of Concerned Scientists.

"In the absence of federal action, this shows that the states and regions are willing to take the lead on global climate change."

The WCI said its framework for a regional cap-and-trade system will be operational by January 2012.

This is great! Talk about your death blow to industry in California. Imagine how quickly those businesses will evacuate states with Cap and Tax.

What will come first for these states? Idiotic selling of air or bankruptcy? They all need to go belly-up to put a stop to these crap and tax ideas.

On C-Span one day I watched a scruffy-haired 30-something intellectual sitting on a dais in front of an adult class teaching about "The Grapes of Wrath" and its profound impact on American culture.

He was fervently decrying and railing against conservatives' efforts in the 30's to label the book as an attempt by Marxists to falsely infiltrate the American psyche with ideas of how oppressed the poor were by the rich, rather than teaching that the dust bowl poverty was not because of the actions of the rich, but because of FDR's New Deal policy.

When I looked at the class before him I had to laugh. It was completely made up of Hispanic farm-workers, some middle-aged men in flannel shirts and dirty jeans and some wide-eyed young girls who didn't have a clue what the teacher was going on about...all likely shepherded there by some union worker and none of which looked like they spoke 10 words of English. I got a keen jolt of understanding how lucky I was NOT to be living in California where the Marxists are currently hard at work on every level.

Four words come to mind: stupidity, corruption, greed, and gullibility. There is no connection between carbon dioxide and climate change. But there are corrupt, greedy, and stupid politicians and a gullible public. What progress we are making!

I think someone should file a law suit to stop this attempt to reduce the health and welfare of endanger plants.
After all, CO2 is nature’s plant food and a reduction of 15% could put more stress on endanger plants.
Or doesn’t the EPA care about endanger plants.

If you read the paragraph about her education, nothing suggests expertise in science or the environment:
Ms. Rogers holds a master's degree in Public Administration from the John F. Kennedy School of Government at Harvard and a bachelor's degree from the Plan II Liberal Arts Honors program at the University of Texas at Austin.

82 degrees at 2:45pm in California is cool/cold. Getting down into the 50’s at night too.

Under the framework developed by the WCI, energy companies or traders in California will be able to buy and sell carbon allowances issued by companies in Quebec and vice versa, creating a broader market for the allowances.

But so far, only two states – California and New Mexico – and three Canadian provinces – Quebec, Ontario and British Columbia – have a cap-and-trade system or will have one in place by 2012.

Michael Gibbs, deputy secretary for climate change at the California Environmental Protection Agency, said those regions represent about 70 percent of all emissions produced by the states and provinces that make up the Western Climate Initiative.

Work for and hope that the current Richardson environazi-controlled, anti-business regime will be swept out the door come November with the election of Republican Susana Martinez as governor and that removal of NM from this boondoggle plan happens soon after.
