Archbishop Dolan wrote and spoke out in favor of the Wisconsin Marriage Amendment. He also allowed Catholic opponents to express their view. This is usually the best course concerning public-policy, not doctrinal, matters. Given the amount you (and I) don’t know about all that the Archbishop has done, and is doing, charity requires that we put the most favorable interpretation on his actions. In my experience, it is usually conservatives who are charitable to a fault.
The misguided “charity” you advocate is that which allowed two/thirds of the sitting bishops to, at a minimum, cover-up sex abuse by their priests. http://www.bishop-accountability.org/AtAGlance/data.htm
I don’t know how you separate public policy from doctrine, but the average Catholic is totally unprepared to make these fine distinctions. Dolan’s cowardice on the Marriage Amendment was truly scandalous. Thousands of people had to conclude that the Catholic Church has no particular position on the sanctity of marriage.
