Jacob Howard of Michigan, expressly said: "This will not, of course, include persons born in the United States who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers." Sorry, Ann .... questions of anchor babies aside, that quote doesn't really say what you want it to say. The guy was talking about "the families of ambassadors or foreign ministers." It simply does not cover the example you gave above.
