All voters were given 6 votes. The latinos are expected to give all 6 based on racial/ethnic lines, while whites would be expected to spread their votes amongst the whole field, giving the latino candidate a leg up....a pretty fair bet.

I first heard of this when Lani Guinier was nominated for Assistant Attorney General in 1993. Persistence pays off.

That seems pretty likely. And, of course its not racist, because they aren’t white/conservative!
