For a little history lesson...

New Jersey up to the late 1970s was a ZERO income tax state and had a sales tax of 4%...

And things workes pretty well.

NJ was the last state in the union that had neither a state income nor a state sales tax. The sales tax was initially 1%.

Then again if NJ didn't have the highest taxes in the country then we wouldn't be able to pay all of our government employees who work so hard (that's sarcasm by the way). I mean where else can cops earn 150k a year and then retire at age 45 and receive a starting pension of 65% of the average last 5 years salary plus medical for life.
