Philly has to keep its priorities in order. An overpaid and useless bureaucrat is by far more important than actual daily city functions and services. The very idea of letting a valuable ($300K) civil servant go is unthinkable. It is far better that meaningless departments such as fire, police, EMT, etc. suffer any budget shortfalls.
