I have never understood why someone driving without a license, without an inspection if required and/or without insurance is given a ticket and allowed to drive away. At a minimum their car should be impounded. Stupid - IMO. But maybe I feel that way because I have been rearended twice by people who didn’t have insurance or a valid license. They never appeared in court and my insurance premium went up.

I think someone driving without a license and causing any type of damage/personal injury should be arrested and bond should be set at a minimum amount that would compensate victims for estimated injury and property cost!

The can't in Sacramento. It never said she drove off. What is little reported is people who have their lic revoked by the judge and then go out to the parking lot and drive off.
