Interestingly, the gunman showed up a the local police station previously carrying a concealed weapon.

They showed great forbearance toward him then, as well.

He also stalked a local newspaper deliverywoman, he refused to comply with the terms of his probation, etc.

If the police failed in any regard, it was in not throwing him in prison immediately for violating probation.
