Beijing, however, does not get a vote. For one thing, Kim Jong Il, whose juche ideology makes a fetish of independence, would never seek the approval of the Chinese in such an obvious fashion. He would, of course, introduce his son as a courtesy, but it would be politically unacceptable for him to ask for China's OK. If reports of Kim seeking approval were true or if he were summoned by Beijing over the succession, he would have had to make the journey to present himself to Hu Jintao.

Instead, the meeting took place in a hotel in Changchun, the capital of Jilin province, and Hu flew to greet Kim. Moreover, Vice President Xi Jinping, slated to take over as China's next leader in 2012, also went to Jilin, which borders North Korea, to meet Kim.

The failure to meet Carter was a departure from patterns of conduct that Kim and his father established over the course of decades. Yes, the current Kim is unpredictable, but his unpredictability fits within boundaries that are now being violated. Because the regime is violating those boundaries, the accepted storyline of Kim's visit to China is probably wrong.

So why did Kim meet Hu and Xi? No one outside the tight circles of insiders in Beijing and Pyongyang really knows. Perhaps something extraordinary occurred in the North. Maybe the Chinese caught wind of another dastardly deed Kim was planning. All we can say is that both the North Koreans and Chinese are acting in unprecedented ways, which means this is a particularly dangerous moment.

Kim Jong Il, whose repression of religion is unmatched by any other world leader, visited a Catholic church in China on August 26.

Father Nicholas Liu Wenhui showed the North Korean leader around the church; Kim Jong Il’s father, the equally notorious Kim Il Sung, had visited the northeastern Chinese city of Jilin, where the church is located, during the Second Sino-Japanese War (1937-45). “North Korea has not given any sign of improving its relationship not only with the Catholic Church but with other religions in South Korea,” cautioned Father Baptist John Kim Hun-il of the Korean Bishops’ Conference.
