It's owned by Horizon Energy, and it appears to be in much shallower water than "Deepwater Horizon". It also appears to be a production rig.
As for the cause, I'm not saying anything for sure ... I just don't like "coincidences".

The lease (and reportedly the rig) are owned by Mariner. But yes, it’s far shallower.
