The Healthcare bill allows Obama to call up a domestic army.
And he just arranged for 114,000 handguns to be distributed to that army.

If Obama's army had serious weaponry, but poor training, they could be picked off -- and then citizens would have serious weaponry (and probably superior discipline).
But if Obama's army has only handguns, they could be intimidating to many sheeple, but would not significantly arm the rebels who loot their corpses.
