none of the government employees there was the “it” guy apparently.

In every government batch of 10 employees, you have 3 who are out sick or on vacation at any one time, 3 who are on break, 3 who are hiding in their offices waiting for those on break to come back so they can go on break, and one person doing the work that those ten should be doing. That person is “it.”

He could even attest to that under sworn oath. If you parse his words...

"I think that the whole thing is disgusting"
"I don't think they did nothing wrong." (double negative)

"I don't think they did 'nothing wrong'..."

That leaves open the possibility that SOMETHING may have happened, but just how prosecutable, procedural, etc, is yet to be established.

I once had a summer job at the Dakota County highway dept. Those were the days.

The loafing ethic was explicit and condoned at the highest levels of management. Quitting time was 3:30. By 2:30 the entire crew was back in the shop sitting around the time clock on milk crates waiting to punch out. There was a nap room complete with porn magazines. I was told by the department head that I was mowing the ditches too fast and should spend more time in the shop fiddling with my tractor each morning before heading out on the road.

There was one guy that lived on the gravel road he was supposed to maintain with a grater. Funny enough, he had a barn on his property just big enough to hold a grater and never seemed to answer radio calls in the afternoon. Everybody knew exactly what was going on and nobody cared.

Maybe the most relaxing summer of my life.

This article is a complete fraud. We know that all the Porkulus Maximus funds were
well spent on shovel ready products and that the City and State highway idiots would
never goof off on the job.

You mean people were actually taking ADVANTAGE of the fact that they are paid whether they work or not??!! SHOCKING, ain’t it!!
