There are security groups out there who test the ATFP security measures of various facilities to prove where security weaknesses exist.
When security inspections take place of high security areas, the inspection results tend to be political with the brass, so about 10 years ago, some security inspectors would assemble teams similar to Special Ops teams, fully equip them as though a credible threat, then let them probe the facility to be inspected and commence the mechanics of an actual assault, but not always fully public.
They’d plant evidence of their intrusion, so that those in the know couldn’t deny it, and photograph or document their operation in progress, to corner those with authority to actually take corrective action in their security measures.
This almost reads that literal in the report. Even if it isn’t, if any of it is true, that would be the best public disclosure route to advance.
