While I agree, the incompetent has no intention of stopping anyone, we do not know if they (Guardsmen) have been ordered to keep the magazines in a pocket until ordered otherwise by their commanding officer. Unlikely, but I hope the NG knows the m16 is of no value without bullets at hand.
Not enough information. Is this in the motor pool? Might be an area that requires cleared weapons.

The image doesn’t provide a good context. If she isn’t actually on duty (break, etc) it may be procedure to remove it. That is a standard base rule when away from an area where it would need to be pared such as guard duty or on range.
This is covered in one of the old general orders: “ To walk my post at a mile a minute and carry my carbine with nothing in it.”
I can’t see well enough to not know there isn’t a five rounder in there for reduced weight and faster draw, so to speak.
As I recall, we removed our clips and cleared our rifles when marching from the range to the arms room. It takes about one second to insert a clip. It makes no sense whatsoever to march around with a clip in your rifle when it’s slung over your shoulder. If you have a clip in it, you better be a port arms.

Actually, she has a round up the spout so she can shoot herself before she’s overrun, raped and strangled by the drug runners and middle-eastern types dressed in sarapes to conceal the parts to the nuclear devices they’ve been hauling across the border for about 8 years.

I’ve been on deployments where the magazine was not in the well, but kept in the ammo pouch or cargo pocket with rounds.
No biggie. Troops in Iraq don’t have a magazine in their weapon unless they go outside the wire.
