The neighbor did know that they had an infant: "Smith says she hadn't seen the infant since the couple moved in nearly two years ago.

I am not sure how complicit this makes her, since some people don't walk their kids around much (just strap them in the car and drive off). But get this, "The couple's 5-year-old daughter also lived in the home but seemed in good health, it says. The girl is living with a grandmother now.
