If a body isn’t taken far enough out to sea the fisherman will just net it up & lose their catch. ... Why should they lose money?

I understand that some requirements are necessary but it doesn't need to be a stainless steel casket and stainless steel chains. If the body is exposed enough to the critters of the sea it is going to disappear long before plain old steel chain would.

No, it doesn't. I don't see why stainless has to be used. It would be far cheaper to cremate the body & toss the ashes out to sea. Less problems also. I wouldn't want some diver coming across my loved one’s casket & maybe messing with it.
