Well, they ARE stupid, but not THAT stupid, in Foggy Bottom, the West Wing and Akasaka.

Having said that, YES, you can bet your bottom Yen (currently Yen 85 to the US Dollar) that an enterprising Japanese journalist here in Japan will bait the hook with a clever question in the joint summit press conference in APEC Yokohama, where a jetlagged Obongo will slip and, with a serious case of clientitus, in an effort to curry favor with the Japanese (in his mind only) he will regret for not being able to go to Hiroshima this time to offer his sincerest apology. Then the s- will hit the fan back home. Just watch! Bookmark here. You heard it here first!

Oh, and it will be accompanied with another lame, culturally incorrect and insulting "effort" at a Japanese style bow. ;-)
