I think neighborhood controlled schools would be fine. I detailed my ideas about this on another thread.

Neighborhood parents and families could hire their own teachers, charge a nominal fee for attendence, use existing buildings such as church school rooms or other facilities, and decide their own cirricula and books. I don’t see any problem with that. No big government involved.

Small is beautiful!
