"Simply building more prisons is not the solution," Democratic gubernatorial nominee Jerry Brown followed that comment with, "We need higher pay for state employees, with real sustainable retirement pension increases along with state employee benefit increases."

Brown stated is has been 28 weeks since state employees had any type of pay or benefit increases.

Brown can protect the generous contract the guard’s union
has with the State of California.
