Between 1988 and 2000 I alternated between counseling veterans on jobs and teaching a job-search workshop for welfare and food stamp recipients. Most of the welfare and food stamp folks drove a better car and wore better clothes than I did, as a relatively well-paid government employee. We, the people, had sent many of them to college for 2 to 4 years, and now they were back, and mostly unsuccessful finding work. This was in Iowa, a low unemployment state.
