Artillery and Naval ships are covered by the Second Amendment too. The Constitution speaks of Letters of Marque which means that there is the legal possibility that private citizens might be allowed to use their personal Man o'War to go raid enemy shipping.

If you can afford an aircraft carrier, you can own an aircraft carrier. The Constitution says so.

People who don't like this should use the Amendment clause and try to get the document changed -- but until that happens, it says what it says and it means what it says.
