Why did this student decide to have sex in a place where he knew that his roommate or any other person could walk in on him at any time? Obviously, the student was not modest or private.

Because he asked his roommate for privacy for a specified period of time and the roommate agreed to give him privacy. Seems like a reasonable expectation that a roommate would honor the agreement.

A very naive expectation at best. Like I said, if he really wanted privacy he should have rented a motel room.
