Any funding to implement, organize or pay for any administration by any agency to implement any part of the Obamacare law. It can stay on the books but the Obama regime will be unable to spend any money enforcing it.

One more question...... there is no approved budget resolution. Can the lack of budget kill Obama care this year?
Can the continuing resolution kill it if not included?
