just try to imagine the mentality of people (at least 5) who see the Reds celebrating on TV, notice the cigars amidst the champagne, and think “oh my, I’m going to call the Dept. of Health and make sure these guys are in T-R-O-U-B-L-E”

Oh, I don’t have to imagine. I had a couple of dopey hippie type neighbors complain twice to my local government, because I was smoking cigarettes outdoors, on private property, outside a private residence.
When I told them they didn’t know the laws and refused to stop (I actually might have accommodated them if they had just asked politely), they had the nerve to call me a profanity. The girlfriend was yelling from inside her house, at least 40 feet away from me, “I have the right to live in a smoke-free environment!”
Truly, some folks are just flat out bonkers.
