The city is going to have a hard time explaining to an American court that they are denying the production company permits based on the content of the final product.

Yep. They can charge what they want for a permit, particularly if the city is going to incur costs with the production such as crowd control. But they cannot deny it on the basis of content.

And they will also have a hard time charging the Redneck Riviera production company more than they would charge other production companies to film in their town.
