Well where I live, it’s a town ordinance to lease them. I don’t like it much myself but I guess I must abide. Of course, when I get out to the woods, the dog gets to run free.

That’s really odd. We can buy dogs here, and we own them. I don’t even know where to begin looking for a lease on a dog.
That is outrageous, no town has the legal authority to require leasing of dogs. Take it to court.
