In other words, pork. Historically black colleges are on the decline. Governments need another minority group to pander to.

I read yesterday that Virginia wasted $175 million in the last 4 years attempting to “help” college freshmen have success at college but whom dropped out for various reasons in spite of the programs. Money well spent...fools. Yeah...we need more “programs”. They just should have given these inadequate students the 1-800 number that you see on the back of semitrailers wanting drivers.
