Um...yeah. You can see them on rooftops during hurricane-induced funding holding signs that say “Help me”.
The so called “bailout” and “stimulus” was a plan to payback politically connected interests of the Democrat Party and to use that money to fund the next several cycles of elections.
It was a looting of the national wealth. Create a dire condition so we would “have” to adopt radical “solutions”.
Looks like Tyranny and Patronage from here.
That makes this a candidate for Outrage of the Day....

It seems wherever poor people live is the “company town”. They receive $10 worth of products, but their account is charged $25 at the Company Store.
Old-timers will recall Tennessee Ernie Ford’s “16 Tons”:
“I owe my soul to the Company Store.”
Yep, and I guess that makes an old-timer. :-)
I have no idea how many times I listened to that and sang along, probably still know most every word.

They also had a mayor who would not use the school busses to get them out of town ——BECAUSE THE BUSSES WERE NOT AIR CONDITIONED!!!!!! Those busses went underwater & were ruined.
Stupid is a permanent part of some people. Cannot be fixed.

And, yes, you are right. Some people insist on being stuck on stupid.
And there are far too many politicians who want them to stay that way.
