I would think that attaching one to someone else’s property would get you in trouble.

Can it be done? Yes easily. Is it legal? I think not.”

That was the crux of my question. If the police can do it without a warrant, why can’t any citizen do it without a warrant to any other person? If it is illegal for a citizen to do it to another citizen, then why wouldn’t those same legal issues apply to police who did not have a warrant?

IMO it isn’t, but unfortunately I think about fairness and justice, and todays judges don’t seem to have that failing.
