Read what Issa said, again. He said that it depended on Obama compromising. So, far Obama has shown no interest in compromising.
It seems to me that Issa is trying to reframe the situation to make it clear that the Republicans are going to try to move things along and if Obama doesn’t compromise, we will have gridlock.
I’m choosing to be optimistic based upon Issa’s background. I tend agree with you that they have to reframe the debate because we already see Obama laying down markers warning that the GOP had better work with him. Of course Obama will demand he gets his way any anything less will be used against Republicans by an eagerly willing MSM.
But woe to the GOP if they start caving to Obama or bend on conservative principles. Too, on some level the new GOP class will have to say screw the old corrupt MSM and move on principle.

When Issa says "We'll compromise if Obama will," what the hell is THAT going to get us but more of the same we've been getting?
No, I'm not talking about the actual fact of realistic compromise, but taking the stand as he has isn't impressing me that this bunch will be any different unless the conservatives among the Republicans actually show up and say TO REPUBLICAN LEADERSHIP "If you don't start behaving as conservatives we'll go straight to the nearest microphone and denounce YOU as we would Obama."
I've been promised "Trust me, I'm not like the others" for too long by Republicans to be fooled again.
Better to rant against Issa than actually read the statement.
