WASHINGTON — Citing high dropout rates for Latinos, President Barack Obama rolled out a White House initiative Tuesday designed to raise Hispanic academic achievement.
South Texas educators and students attended the East Room ceremony where the president said America had a moral obligation to provide a world-class education to all “our kids, regardless of race.”
“This is not just a Latino problem,” he said. “This is an American problem.”
Latino community leaders are in the nation's capital this week for the National Education Summit and Call to Action at the Education Department.

Lower the requirements, and then lower the requirements some more. Jughead hasn’t figured out that if you reward a behavior, you get more of that behavior.
If you punish a behavior, you get less of that behavior.
So, let’s punish the achievers and reward the bums; then sit in utter amazement that people are losing their jobs, then sitting around for years before they go look for another.
Name your race, name your ethnicity. It matters not. Anybody who is motivated to get a decent education can do so. For all our problems with our education system, and there are many, it still comes down to motivated students with motivated caring parents. If minorities continue to perform poorly, I’d blame it on a motivation problem.
They must give some of their education to the other repressed minorities. It's only fair. (/s)

What *specifically* does this legislation actually do? I’ve read two articles on this today and it all seems so vague. Does it allocate billions of dollars to “get Latino ‘leaders’ and ‘educators’ together?” To do what? Discuss why gang members don’t do their homework?
I see the Dem strategy for this upcoming election: $250 for every senior and now this. . .whatever this is.
