she shoved a sign in through the car window, right in front of his face, could have cut him seriously (I’ve had my face scarred by less of an implement than that sign) — it’s not ‘wussy’ to realize she could easily have gouged his eye(s) or his face even assuming she had no serious weapon (which she may well have had, how would you know in split-second timing?)
she tried very aggressively 3 times to get into close physical proximity with the candidate
any evidently unstable person rushing that close to a candidate has to be assumed potentially dangerous
maybe you guys think that Squeaky Fromme was harmless? she didn’t get nearly so close to President Ford but she very nearly killed him
these whackjobs are dangerous and should be treated seriously

Loop the video a few times around 0:18 and you see a hand from the car block the edge of the white sign just as it was thrust into the car's open window.
The sign also appears to be a rigid board - since in stay perfectly rigid throughout the action/struggle before and after the attempted assault - and can also be clearly classified as a weapon when thrust at someone's face.
If a stranger charged my car and thrust any object through my window toward my face. so quickly that I have to block it with my hand, I'd treat it as an assault and be fully within the law to respond with appropriate force.

If someone came up to my car and tried to force something in my window, I would consider it an assault.
Not a dangerous one, but they still had no right to force something into my car.
