Me, too. The back of his shoe does seem to contact her head, but he was not intentionally stepping on it. I don’t know why the man thought he needed to push down on her shoulder; it seemed unnecessary since she was already down and not really all that threatening once the sign was out of her hands. He certainly wasn’t stomping on her, at least not the definition of stomping that I’m used to.

Ann Althouse has suggested that the woman’s ‘attackers’ were suspicious in that they just happened to be wearing T-shirts that identified them as Tea Party and as soon as they were done with the woman, they slipped back into the crowd without anyone asking who they were or trying to stop them. In short, she suspects that the attackers were also Move On and that was a rehearsed event. Ann also asks how a woman who was stomped on was in no need of assistance and merely resumed her activities. A violent assault would leave a person shaken or perhaps in need of being examined medically, would it?
