Just cause a group calls itself Catholic, doesnt mean its created by or part of, the Vatican.
True, except for in this case where it was established by USCCB.
In 1988, the United States Conference of Catholic Bishops (USCCB) established CLINIC as a legally distinct 501(c)(3) organization to support a rapidly growing network of community-based immigration programs. CLINIC's network originally comprised 17 programs. It has since increased to 185 diocesan and other affiliated immigration programs with 290 field offices in 48 states. The network employs roughly 1,200 attorneys and "accredited" paralegals who, in turn, serve 600,000 low-income immigrants each year. CLINIC and its member agencies represent low-income immigrants without reference to their race, religion, gender, ethnic group, or other distinguishing characteristics.

The Bishops got all into Social Justice in the 80's, pushed largely by their liberal staff members and feminist nuns who'd decided that just teaching children and nursing weren't enough for their liberated selves, so they wanted to be full fledged social workers, and create a 'preferential option for the poor' within the Church. In their zeal, and stupidity, they even crossed over into helping fund groups that pushed for abortion.
Immigration is one of those issues about which Catholics can disagree with their Bishops, and still be within the teachings of the Church, because it's not one of the more morally fundamental issues like abortion.
